The modules help prioritize and tackle manufacturing-related planning and execution challenges to avoid costly scale-up mistakes that can hinder success.  Build4Scale is sponsored by the Department of Energy, led by Lawrence Livermore National Laboratories, and developed by a broad team, including EWI which created several of the key modules.
